J. Blake Pogue
President, Principal
Blake Pogue founded Phoenix Property Company in 1994 and has served as president since its inception. He has directed the company’s geographic expansion and product diversity. Prior to founding Phoenix Property Company Mr. Pogue was with Lincoln Property Company. Mr. Pogue's extensive experience includes both commercial and multifamily operations. In 1990
he was named Texas Residential Operating Partner and was responsible for all development,
acquisition, finance and construction of new properties as well as the property management of Lincoln's 25,000-unit Texas portfolio. He is a member of the Dallas Real Estate Council, the National Apartment Association and the Urban Land Institute. Mr. Pogue received his Bachelor
of Business Administration degree from Southern Methodist University in Dallas.
Jason P. Runnels
Executive Vice President, Principal
As executive vice president and principal, Jason Runnels is responsible for the creation of Phoenix Property Company’s Student Housing Division. Prior to joining the company Mr. Runnels worked with Lincoln Property Company and was responsible for opening offices in London and Berlin while developing Lincoln’s acquisition and development program in Europe. Mr. Runnels is a member of the Dallas Real Estate Council and the Urban Land Institute. He holds a B.B.A. in Finance and Accounting from The University of Texas at Austin.
Gregory A. Jones
Vice President, Development and Acquisitions
Greg Jones directs Phoenix Property Company’s mixed-use and multifamily developments. Mr. Jones is also responsible for the company’s financial investments in commercial properties throughout the United States, through its wholly-owned affiliate PPC Real Estate Advisors. Prior to joining Phoenix Property Company, Mr. Jones worked with Lincoln Property Company and Trammell Crow Company. He received his Bachelor of Business Administration degree in Finance from Baylor University.
R.L. Ross III
Vice President, Development
Rusty Ross directs Phoenix Property Company’s development activities in the Western United States. He previously served as vice president for a nationally-recognized multifamily REIT, UDR, and was responsible for acquiring and developing multifamily sites throughout the country with a primary focus in the western region. Mr. Ross is a member of ULI.
Linda Bess-Cade
Executive Vice President, Accounting
Linda Bess-Cade joined Phoenix Property Company in 2000. She is responsible for managing all aspects of the company’s administration and accounting. She works closely with attorneys and principals on entity formation and structure, coordinates tax planning, and assists with documentation of transactions. Ms. Bess-Cade previously held senior accounting positions with Lincoln Property Company and Trammell Crow Company. She received a Bachelor of Science degree in Accounting from The University of Texas at Dallas, and has been a Certified Public Accountant since 1987.
Allen O. Luna
Vice President, PPC Construction Services, Inc.
Allen Luna joined Phoenix Property Company in 2008 as Vice President of Construction. He oversees construction of all student housing luxury apartments and commercial development. Prior to joining Phoenix, he was director of construction for Archon Group, a subsidiary company of Goldman Sachs. He has managed approximately $3 billion in construction projects during the last 30 years.
Rick Harrell
Construction Manager, PPC Construction Services, Inc.
Rick Harrell oversees the construction of all Phoenix Property Company developments and is responsible for estimating, purchasing, subcontractor negotiations and coordination with the on-site construction supervisor. Mr. Harrell joined Phoenix Property Company in 1996, and has supervised the construction of more than 3,200 apartments and multiple for sale projects. He holds a Bachelor of Science degree from Texas A&M University at Stephenville.
Benjamin E. Brosseau
Development Partner
Ben Brosseau joined Phoenix Property Company in October 2008 and is responsible for all real estate development activities in California. Mr. Brosseau previously served as Development Manager for JPI, where he was responsible for new development and acquisitions in Los Angeles and Ventura counties. Mr. Brosseau holds a bachelor’s degree in Business and History from The University of North Carolina, Chapel Hill.
Eric Horan
VP of Asset Management - PPC Real Estate Advisors, Inc.
Eric Horan joined Phoenix in 2008 to focus on its advisory service business and to oversee the asset management of operating projects. Prior to joining PPC, Mr. Horan was Associate Director with MetLife’s Real Estate Investment group in Dallas. During his tenure at MetLife, Mr. Horan was responsible for the placement of over $500 million in equity and debt transactions in addition to serving as asset manager for over 2 million square feet of office, multifamily and industrial product. Mr. Horan began his real estate career at JPI as part of the company’s multifamily acquisition team. He holds a Master of Land Economics and Real Estate, as well as a Bachelor of Business Administration degree in Management from Texas A&M University.
Sally S. Rush
Vice President, Administration
Sally Rush has been with Phoenix Property Company since its inception. She provides executive administrative support and oversees special projects, including due diligence and investment memorandums. Her business career includes 30 years of commercial real estate experience.
